Abstract
This study primarily focuses on the concepts, definitions and the theoretical traditions of participatory communication. Five basic characters of the definition of participatory communication are pinpointed. In addition to the often discussed idea of development communication along the line of the modernization thesis, Habermas' concepts of critical theories has inserted greater influences on participatory communication. This study adopts DeNegri's framework of "participatory spectrum" to examine the development process, research outcomes, and insufficiencies of the digital archive of media and culture in the Orchid Island (Lan-Yu).
