Road space rationing policies for freeway holiday congestion management in Taiwan - A simulation approach

Abstract

Heavy traffic in the Taiwan's freeway system is usually reported during long holidays. In order to reduce traffic jam in series holidays, the freeway bureau has implemented several freeway control and management strategies, but traffic congestion is still occurred. Therefore, this research aims to evaluate the potential traffic management strategies based on the road space rationing (RSR) principle through simulation experiments. Candidate traffic management strategies, including high-occupancy vehicle (HOV) and odd-even license plate (OEP) policy, which restricts vehicles to access a road network based upon their license numbers, are proposed and evaluated. Several traffic performance indexes, including average speed and mileage production, are used in the numerical analysis. The numerical evaluation results show that HOV+4 during rush hours is the most efficient strategy. It could not only improve road service levels but also road transportation efficacy.
